The First Secretary of the regional committee of the ASSR NP was “exposed” as “the enemy of the people” (1937)
July 26, 1937 at the plenum of the Regional Committee of the CPSU (b) of the Autonomous Soviet Socialist Republic of the Volga Germans in Engels "exposed" as "the enemy of the people", arrested and several days later the first secretary of the regional committee Yevgeny Fresher was shot. Since then, and until the end of the existence of the Nemrepublic, the post of the first secretary of the regional party committee was not trusted by the Germans.
FRESHER (Frescher) Evgeny Eduardovich (October 1890, village Rosenthal (School) of Melitopol U. Tavricheskaya Gubernia - 1938), party leader, responsible (first) secretary of the regional committee of the VKP (b) ASSR of the Volga Germans (1932-34, 1934-36 , 1937), chairman of the Saratov Regional Executive Committee (1936-37). Member of the RCP (b) since March 1919.
He was born in the family of a working mill. Early lost his father. Since 1901 he worked at the canning factory of Kisselman in Tsaritsyn, a loader on the Volga.
In 1914-17 he was a participant in the First World War, an ordinary Tsarist army. Participated in battles near Krakow, Ternopil, on the Turkish front - under Erzerum, Bayburt. He was wounded three times, poisoned with gas, and concussed. In 1918 he joined the Red Army as a volunteer. Since March 1920 - secretary of the Party Committee of the Department of Internal Affairs in Tsaritsyn, secretary of the Nikolayevsky district committee of the RCP (B.), Head of the fortification for the elimination of banditry. In 1923-30 he was secretary of the district party committee in Tsaritsyn (Stalingrad), head of the organizational department of the Stalingrad Provincial Committee and the Lower Volga Territorial Committee of the CPSU (B.). In 1931-32 - Secretary of the Lower Volga Volgograd Regional Committee of the CPSU (b). From June 2, 1932 to January 18, 1934 - Executive Secretary of the Regional Committee of the CPSU (b) of the Autonomous Soviet Socialist Republic of the Germans Volga.
From January 19, 1934 to January 25, 1935 - the second secretary of the Saratov Regional Committee of the CPSU (b). From December 30, 1934 to February 7, 1936 - the responsible (first) secretary of the regional committee of the VKP (b) of the Soviet Socialist Republic of the Germans of the Volga region. From January 1936 to January 31, 1937 - Chairman of the Executive Committee of the Saratov Regional Council. From February 1 to July 26, 1937 - First Secretary of the Regional Committee of the VKP (b) of the Soviet Socialist Republic of the Germans Volga.
The delegate of the 15th All-Russian Congress of Soviets (February 26-March 5, 1931), the Thirteenth Congress of the RCP (B) (May 23-31, 1924) (from Tsaritsyn Gubernia), XVII (January 26-February 10, 1934) congresses of the RCP (B.) -VKP b).
At the jubilee 20th Conference of the VKP (b) of the Autonomous Soviet Socialist Republic of the People's Republic of Afghanistan (June 1-4, 1937), shortly before his arrest, he actively exposed "the enemies of the people." July 26, 1937 at the plenum of the Regional Committee of the CPSU (b) of the Autonomous Soviet Socialist Republic of the USSR was declared "enemy of the people", removed from the post of the First Secretary of the Nemobkoma Party and simultaneously withdrawn from the Bureau and plenum of the regional committee. In August 1937 he was arrested in the case of the "underground nationalist fascist organization" in the Autonomous Soviet Socialist Republic of Uzbekistan . Accused of Trotskyism. Sentenced to capital punishment. He was shot in 1938.
